Pdf Summary
This December 2024 Hanover Research report, prepared for the Washington Association of School Administrators (WASA), outlines research-based best practices to help Washington school districts navigate likely budget reductions following the expiration of federal ESSER funds and reduced state prioritization of school funding. It emphasizes proactive planning to minimize conflict, communicate transparently, and reduce negative impacts on student outcomes.

Key recommendations include using data-driven analyses (enrollment, spending, program impact) to identify essential positions and supports; informing constituents early about financial challenges and decision processes to maintain trust; and providing school board members professional learning in budgeting so final decisions better align with district goals and student outcomes.

The report highlights that equity must be central to budget decisions, as cuts historically harm underserved students most. Strategies to improve equity include prioritizing essential services for high-need students, considering school-based rather than district-wide layoffs, and using effectiveness and school needs (not only seniority) when staffing reductions are unavoidable. Because staffing averages about 80% of district expenditures, reductions often require personnel strategies; districts are encouraged to avoid teacher layoffs where possible through measures such as temporary wage/benefit adjustments, furloughs, attrition, role restructuring, and scheduling optimization. Examples include using scheduling analyses to equalize class sizes and workloads and sharing staff across schools for low-enrollment courses.

Beyond staffing, districts can pursue purchasing and operations savings by delaying nonessential capital projects, maximizing facilities use, sharing services (e.g., transportation, food service) across districts, and leveraging partnerships and technology.

Finally, the report stresses sustained constituent engagement: communicate clearly without jargon, present local and specific impacts, offer structured opportunities for input, and consider advisory committees to guide decisions—especially for contentious actions like school closures—using transparent criteria and ensuring displaced students have access to higher-quality options and supports.
