Video Summary
The meeting opened with WASBO announcements: early-bird registration for the WASBO annual conference ends Friday, and a virtual purchasing workshop will be held March 12–13.

Tim Garshaw (WASA) presented “Budgets, Bargaining, and the Big Picture,” describing why many districts face financial distress: post-COVID enrollment declines, increased student needs after ESSER funds expired, inflation (utilities, fuel, insurance), compensation pressures (IPD-plus bargaining and locally funded staff), veteran-staff cost impacts vs. CIS funding, regionalization changes, unfunded mandates, and difficulty reducing programs. He emphasized proactive communication—repeating messages “nine ways, nine times”—and shared tools such as the WA School Funding website and WASA School Funding Toolkit (templates, FAQs, videos, social posts). He reviewed best practices for budget reductions (Hanover Research): plan early with multiple models, prioritize core services and equity (target supports where needs are greatest), engage stakeholders through listening sessions, and frame decisions around what can be funded rather than what must be cut. He cautioned about advisory committees without clear written purpose. He also shared resources on the budgeting–bargaining cycle, board finance training (WSSDA), and EARN bargaining supports, including a statewide CBA index for quick comparisons.

OSPI’s TJ gave legislative updates (day 45): fiscal cutoff Friday; revenue forecast March 18; House/Senate budgets expected week of March 24; session ends April 27. He summarized bill activity on special education (HB 1267, HB 1310, HB 1357), levies (SB 5593; HB 1356 substitute), MSOC (SB 5192), transportation (SSB 5009), and Transitional Kindergarten (SHB 1450, HB 2012, SB 5796), including potential enrollment caps and a proposal to cover a current-year TK shortfall. Federal grant access remains available at present. Questions included fund balance guidance, TK cap implications, and possible earlier safety-net payments.
