Interfund loans allow districts to borrow from the capital projects fund to support the general fund, as long as the borrowing does not delay the intended capital projects and the loan is repaid within 12 months.<br /><br />OSPI also identifies potential future policy considerations, including incorporating GASB 54 fund balance classifications into binding conditions rules, limiting consecutive interfund loans to prevent chronic reliance on non-general fund sources, maintaining an active watch list using measurable indicators, and creating formal notifications to district fiscal staff, superintendents, and school boards when the financial health indicators model flags a district as “at risk.”
