Pdf Summary
The webinar outlines how Washington’s Educational Service Districts (ESDs) provide a statewide continuum of financial supports to school districts, with different roles and responsibilities depending on a district’s level of financial oversight. The central message is that districts should aim to remain at the “district oversight only” level by leveraging available tools and support early; however, if a district moves further along the oversight continuum, additional statewide resources can be highly beneficial when used strategically.

Key success factors for maintaining or restoring financial stability include strong alignment between the superintendent and CFO on financial goals, alignment between the board and superintendent when difficult decisions must be made, and transparent, accurate financial information. The presentation emphasizes using external resources to support complex work and rebuild stability.

ESD support is described in two main categories. First are no-cost foundational services, including required review and approval of financial information and ongoing financial monitoring (cash, fund balance, enrollment, trends, and key indicators), with added monitoring for districts on “watch lists.” Under a legislative mandate, ESDs provide technical accounting and reporting assistance throughout the year, monthly report review, county treasurer report review and corrections, and required submissions to OSPI such as F197 (treasurer transactions) and enrollment reporting. ESDs also support annual state reporting, including the F203 (estimate of state revenues), F195 (annual budget), F200 (budget extension), and F196 (year-end financial statements). Other functions include certification of district tax levies and bond information support.

Second are fee-for-service options: student and fiscal software support, Business Manager Academies, direct business office services (payroll, accounts payable, accounting, reporting, financial management), emergency staffing replacement models, special projects, and financial advisory services. Business Manager Academies provide in-depth and “just-in-time” training, peer collaboration, best-practice tools, and a video library.

The webinar concludes with practical tips: attend regional meetings, build relationships with ESD staff as supportive partners, use data and trend analysis transparently, and interpret multiple measures to distinguish normal seasonal dips from planned or unplanned financial changes.
