Pdf Summary
This WASBO Enrollment Badge module explains how Washington school districts determine who counts for enrollment reporting and how those counts affect Full-Time Equivalent (FTE) funding.

It reviews official count dates: the 4th school day of September and the 1st school day of each month October–June, with additional July–August counting for Open Doors and year-round counting for Running Start (dates can vary by calendar). Students may be counted only if they are enrolled by count day, participating in a course of study, and not disqualified by exclusions. Key exclusions include students absent more than 20 consecutive days, students who have dropped out or transferred, students who met graduation requirements before September 1, those claimed by state institutional programs, and students enrolled at the WA Schools for the Blind/Deaf. Temporary absence rules allow limited continued counting beyond 20 days if there is a documented agreement, the student returns by year’s end, and the student is not living out of state. ALE students must show weekly engagement to be eligible.

The training emphasizes FTE (not headcount) as the basis for state funding, staffing decisions, and compliance. Traditional FTE is based on 1,665 instructional minutes per week for 1.00 FTE, while specialized programs use different measures. Running Start uses college credits (15 credits = 1.00 FTE) and allows a “super FTE” up to 1.40 combined. Skills Centers share enrollment with the home high school with a combined cap of 1.60. Worksite Learning/Paid Work Experience use hours (monthly hours ÷ 100). Ancillary Services use 1,000 hours = 1.00 FTE.

Specialized reporting requirements are summarized: Running Start uses P-223RS and P-223; Open Doors uses P-223-1418 and separate funding; ALE requires a WSLP, SAFS ALE reporting, and weekly documentation; Skills Centers split FTE via P-223. The module also covers nonresident students (choice transfers/interdistrict agreements) and part-time enrollment (P-240 for ancillary services; P-223 for regularly scheduled instructional enrollment).
