Video Summary
WASBO’s ASB Certification Badge 12 explains how student stores can support student learning (often through CTE) while operating under ASB rules and strong internal controls. Stores may take many forms—snack/apparel/online, even programs like an espresso stand run by students with special needs—but they must align with the school constitution and clearly define how revenue is used.

A key compliance issue is the federal SMART Snacks nutrition standards (effective July 1, 2014): from midnight until 30 minutes after the school day ends, any snacks sold (including concessions during that window) must meet the guidelines. This is a major audit focus and noncompliance can jeopardize federal funding. Student stores should partner with, not compete against, the school food service program.

The training stresses written procedures and a student-created store manual, adult supervision, and clear roles. Cash handling requires dual control, individual logins and cash drawers, daily deposits, secure storage in a safe, and documented over/short tracking. Free food/drink for workers is prohibited as a gift of public funds; spoiled/outdated items require destruction logs. Change funds must be issued through the business office—not held back from sales. Inventory counts should occur at least annually (and ideally monthly), with missing inventory reported. Records must be retained per state requirements; club constitutions are permanent records.
