Pdf Summary
The document presents a practical framework for managing grants across their full lifecycle: application, award setup, implementation and monitoring, and year-end review and closeout. At every stage, program staff and the business office share responsibilities.

Districts should first understand the award’s budget, conditions, allowable activities, and deadlines. They should assign clear roles for planning activities, managing spending, reviewing and approving transactions or changes, submitting reports and reimbursement requests, and tracking deadlines. Responsibilities should be documented, with an independent reviewer assigned when one person handles multiple steps.

Regular monitoring helps ensure spending matches the approved plan. Monthly check-ins can cover expenditures and commitments, staffing changes, budget adjustments, upcoming deadlines, and missing records. At year-end and closeout, districts should reconcile expenses, reimbursements, and balances; review outstanding purchases, invoices, and payroll adjustments; and meet applicable reporting and carryover requirements. Grant and district fiscal year-end dates may differ.

Organized records should include award documents, budgets and amendments, payroll support, purchasing and payment records, reimbursements and reconciliations, program evidence, and closeout materials. Supporting documentation should explain what was purchased or performed, how it benefited the grant, how the charged amount was determined, who reviewed and approved it, and how it appears in district records. Invoices alone may not establish the grant purpose or approval.

To improve grant management, districts can start with one grant, identify program and fiscal contacts and a reviewer, track award and reporting dates, schedule regular check-ins, use consistent folders, and resolve documentation gaps throughout the year.
